Who is Eligible to Apply for the HISA Grant?

The HISA (Home Improvements and Structural Alterations) Grant is a program administered by the U.S. Department of Veterans Affairs (VA). It is designed to help veterans and service members with disabilities make necessary modifications to their homes. This grant allows eligible individuals to improve their homes in ways that support their mobility and independence, particularly for those with service-connected disabilities.

Who is eligible

  • Veterans eligible for VA health care. Enroll first if you have not.

  • Servicemembers being medically discharged for a permanent disability incurred or aggravated in the line of duty.

  • The disability can be service-connected or not. That decides the amount, not whether you qualify.

  • A VA doctor has to prescribe the home change as medically necessary.

What HISA pays toward

Medically necessary changes to your primary home, including:

  • Permanent wheelchair ramps and entrance paths.

  • Roll-in showers, or converting a tub to a seated shower.

  • Widening doorways for a wheelchair, walker, or scooter.

  • Handrails, lowered counters and sinks, reachable outlets and switches, and lighting.

  • Plumbing and electrical work needed for home medical equipment.

What HISA does not pay for

  • Elevators, stairlifts, and porch lifts.

  • Portable or modular ramps.

  • Walk-in, jetted, spa, or Jacuzzi-style tubs.

  • Routine repairs, like a new roof or air conditioner, and new construction.

How much you can get

HISA is a lifetime amount, not a yearly one:

  • Up to $6,800 for a service-connected condition, or for any condition if you have a service-connected rating of 50 percent or more.

  • Up to $2,000 for other veterans enrolled in VA health care.
